California Student Rights on Free Speech

As I was doing my Question of the Week for class I got to thinking something and decided to research it more. In the book when reading on the First Amendment rights of students it states that some states have expanded the rights given to students regarding free speech.

The only reason I point this out is because I kind of assumed that there wasn't a First Amendment violation of rights in the proposed scenario based on the Hazelwood ruling but reading the material on the link posted I'm wondering if there actually is a violation against the students.
